Satellite: Palapa D

PT Indosat Tbk, chose Thales Alenia Space to build and launch the Palapa-D satellite. Palapa-D, which launch is expected during second half 2009, will replace Palapa-C2 satellite which will expired in 2011 placed in slot 113 East.

Based on Thales Alenia Space Spacebus-4000B3 platform, Palapa-D satellite will have larger capacity compared to Palapa-C2 satellite of which it has 24 standard C-band, 11 extended C-Band and 5 Ku-band transponders, with coverage of Indonesia, ASEAN countries, Asian countries, Middle East and Australia. Palapa-D satellite will have a launch mass of 4.1 tons, a payload power of 6 kW and service life time of 15 years.

Indosat appointed Thales Alenia Space to build and launch Palapa-D satellite through a tender process in which Indosat invited several potential experienced manufacturers from domestic and international. Indosat based the appointment of Thales Alenia Space on its capability to meet Indosat's requirements and its ability to provide competitive and comprehensive communications solutions. Indosat and Thales Alenia Space have jointly selected Long March 3B as the launch vehicle for the Palapa-D satellite.

The cost of building and launching Palapa-D project is between US$200 - US$300 million. Indosat will finance this Palapa-D satellite with company's internal and external resources.

"Today signing event, which was attended by the Minister of Communications and Informatics, members of the house of representatives and members of the Indonesian Telecommunications Regulatory Body, is the cornerstone for Indosat in the operation of satellite considering that Indosat started its businesses 40 years ago as the international telecommunication service provider with the use of satellite technology and also Indosat has operated Palapa-C2 Satellite since 1996", added Johnny.

China To Launch Indonesia's Communications Satellite

XICHANG, Sichuan, Aug, 29 2009 - China will soon send an Indonesian communications satellite into space on the back of Chinese made Long March 3B rocket, a spokesperson for the Xichang Satellite Launch Center in southwest China's Sichuan Province said Saturday.

All preparatory work is well underway and both the satellite and the rocket were in good condition, the spokesperson said.

The Palapa D satellite, owned by Indosat, an Indonesian satellite communications company, will provide satellite links and broadcasting services for Indonesia and other southeastern Asian nations.

Indosat ordered the Palapa D satellite from the French company Thales Alenia Space in 2007.

LM-3B Launched The PALAPA-D Satellite

On August 31, 2009, the PALAPA-D satellite was launched by LM-3B launch vehicle from Xichang Satellite Launch Center at 17:28 Beijing time. The first and second stages of the launch vehicle operated normally, however, the third stage experienced underperformance and the satellite was sent into a transfer obit which is lower than the pre-determined super-GTO.

Since the anomaly occurred, engineers of China Academy of Launch Vehicle Technology (CALT), the launch vehicle manufacturer, have been making the analysis and study on the phenomenon. CALT formed an Investigation Working Team and an Investigation Committee according to the quality control regulations of China Aerospace Science & Technology Corporation (CASC), which also sets up an Oversight Committee to review the investigation results.

The Investigation Working Team, headed by Mr. Cen Zheng, General Director of LM-3A series of launch vehicles, consists of system engineering, propulsion subsystem and telemetry subsystem specialist groups. The findings made by the Investigation Working Team are to be reviewed and approved by the Investigation Committee, headed by Mr. Yang Shuangjin, Vice President of CALT for quality control. The investigation results made by the Investigation Committee are to be reviewed and approved independently by the Oversight Commission, which is chaired by Mr. Bai Jingwu, Deputy Director of Science and Technology Commission of CASC.

According to the preliminary analysis of CALT, the anomaly was caused by the underperformance of auxiliary system in the Engine-I of 3rd stage.

Based on the current plan, the whole investigation work is scheduled to be concluded before mid November 2009.

Experts are investigating.

XICHANG, September 1, 2009 - Indonesian communications satellite Palapa D has been captured and is now able to conduct orbit maneuver, a few hours after an announcement that it failed to enter a preset orbit following its launch at 5:28 p.m. Monday at the Xichang Satellite Launch Center in southwest China. The satellite is in a normal state, its manufacturer, the French company ThalesAlenia Space, said late Monday night. The satellite was launched atop a Chinese-made Long March 3B rocket.

Thales Alenia Space Statement Concerning Palapa-D Satellite

Cannes, September 2, 2009 - The Palapa-D telecommunication satellite was launched on August 31, 2009 from Xi Chang by a Long March 3B rocket.

Satellite acquisition was carried out by the ground station in Fucino, Italy, and the satellite was confirmed to be nominal.

Thales Alenia Space and Indosat are proceeding to necessary maneuvers in order to optimize and reconfigure the flight plan from its lower than expected transfer orbit into a geostationary orbit.

The Palapa-D satellite is based on a Spacebus 4000 B3 platform. It is fitted with 24 standard C-band transponders, 11 extended C-band transponders and five Ku-band transponders.

Cannes, September 3, 2009 - Thales Alenia Space announced today that the Palapa-D communications satellite has been placed into a Geostationary Transfer Orbit (GTO), which will enable starting a nominal Launch Early Operation Phase.

The three perigee boost maneuvers required to adapt the injection orbit at spacecraft separation were performed successfully. They were carried out securely and with optimised use of propellant.

Palapa User Meeting

December 9-11, 2009 in Bali, exactly at the Intercontinental Bali Hotel, Indosat held Palapa User Meeting, an annual event that brings Indosat with its customers. The event was attended by about 28 participants consisting of representatives of broadcasters and corporate clients such as Indosat telecast SCTV, RCTI, ANTV, Indosiar, TV One, along with others. The event was attended by the Director & Chief Officer of Wholesale and Infrastructure Indosat Bpk. And Mr. Fadzri Sentosa. Dido Priadi as Group Head, National Corporate Sales.

The goal of this event is to be grateful for the success of the launch of Palapa-D satellite and the transfer of traffic from the Palapa-C2 to the Palapa-D, and strengthen the relationship between Inodsat with its customers.

In the event the contract signing was also conducted between Indosat by Jak TV and Channel U as well as a Memorandum of Understanding (MOU) with ANIARA Communications, telecommunications companies from India.

At the end of the year, the company provides a certificate of loyalty to loyal customers who have used the services Indosat more than one year as a sign of love and Indosat appreciation.

LM-3B Flight Anomaly Investigation Concluded

The PALAPA-D/LM-3B flight anomaly investigation was concluded in early November 2009.

December 21, 2009 - China Academy of Launch Vehicle Technology (CALT), the launch vehicle manufacturer, and Academy of Aerospace Propulsion Technology (AAPT), the third stage engines manufacturer, formed the Investigation Committee and conducted the analysis and study on the malfunction phenomenon which occurred during the LM-3B/PALAPA-D flight on August 31, 2009, when the thrust of one of the third stage engines was lower and the satellite was sent into an orbit which is lower than the pre-determined super-geostationary transfer orbit. For more than two months, the malfunction investigation covered the flight data interpretation and analysis, possible malfunction causes and mechanism study, malfunction modes establishment, corresponding ground tests and verifications as well as the computer simulations. And the malfunction phenomena were repeated during the ground tests. The investigation conclusion made by the Investigation Committee was reviewed and passed by the Oversight Committee of China Aerospace Science and Technology Corporation (CASC).

The investigation result shows that the cause for the abnormal decrease of the third stage Engine I is the local leakage of the gas generator resulted from the local heat ray and flux, which was induced by the foreign objects blocking the liquid hydrogen injectors.

In accordance with the malfunction cause, corresponding corrective actions were taken and the ground testing verification was passed. The corresponding corrective actions will be flight-proven in the next flight of a LM-3A series.

Rescue Of Palapa-D Satellite Recognised By Insurance Industry

Cannes, March 4, 2010 - Thales Alenia Space was taking part in the World Space Risk Forum from March 1 to 3 in Dubai, United Arab Emirates. The company participated in the panel discussing technical developments in the space industry, showcasing as an example the rescue of the Palapa-D communications satellite. It was for this achievement that Thales Alenia Space received the "space rescue award" from the insurers.

The Palapa-D satellite, launched on August 31, 2009, had been placed into a lower than normal transfer orbit. As soon as contact was established with the satellite several hours later, it was determined to be in nominal condition. Along with the customer Indosat, and in partnership with Telespazio, the decision was quickly reached to deploy a rescue strategy. The satellites apogee was first raised using three perigee maneuvers, following which the normal orbital positioning sequence could be carried out. The remaining steps proceeded smoothly and the satellite passed its final in-orbit acceptance tests on October 28, 2009.

Several factors contributed to the success of this rescue operation, starting with the quick responsiveness and outstanding professionalism of Thales Alenia Spaces staff. Coupled with the high level of confidence expressed by the customer Indosat, this enabled making the quick decisions that were indispensable to the satellites survival. Another key factor was the organisational capability needed to quickly redefine a new mission and immediately deploy it, even though the situation wasnt covered by standard strategies.

The exclusive design of the Spacebus 4000 platform played an essential role in rescuing the satellite, particularly its incorporation of star sensors, enabling the perigee maneuvers to be carried out securely and fuel-efficiently. More generally, the design of the avionics suite gives ground controllers an excellent vision of what was going on inside the satellite, thanks to the onboard software developed and tested in-house by Thales Alenia Space, and a powerful Failure Detection, Isolation and Recovery (FDIR) system.

By quickly resolving these problems, Thales Alenia Space was able to deliver a satellite in operational condition, with a service life still exceeding 10.5 years. This achievement translated into concrete benefits for both the customer Indosat and the space insurance industry.
